Program ini bertujuan untuk meningkatkan kapasitas penanggulangan bencana nasional melalui reformasi birokrasi, pendidikan, pelatihan, serta peningkatan sistem dan strategi di BNPB. Inisiatif-inisiatif ini diharapkan akan berkontribusi pada penguatan institusi Penanggulangan Bencana (PB) daerah dan aparatur di tingkat penentu kebijakan yang akan lebih siap dan mampu memenuhi mandat mereka untuk memberikan layanan PB yang efektif dan menyelamatkan nyawa.</p><p>Dana Siap Pakai (DSP) adalah dana yang selalu tersedia dan dicadangkan oleh Pemerintah untuk digunakan pada saat keadaan darurat bencana, keadaan tertentu, dan pertimbangan adanya risiko bencana berdampak luas yang ditetapkan oleh Kepala BNPB. Badan Nasional Penanggulangan Bencana juga telah menyiapkan Sistem Informasi Tata Kelola DSP (Sistala-DSP) untuk membuat proses pengajuan, persetujuan, pelaporan, dan pengawasan DSP menjadi lebih efektif dan efisien. </p><p>Meskipun banyaknya pengalaman dalam penanganan darurat bencana serta telah tersedianya sistem aplikasi Sistala-DSP, masih terdapat kesenjangan dalam kapasitas pengelola DSP baik di tingkat nasional maupun daerah. Kesenjangan kapasitas sumber daya manusia mencakup minimnya pemahaman prosedur dan regulasi, kurangnya kompetensi dalam perencanaan dan pengelolaan serta pemantauan penggunaan DSP, keterbatasan akses terhadap pelatihan, dan ketergantungan pada pendekatan konvensional. Program ini difokuskan pada tingkat nasional, dengan banyak intervensi diharapkan akan diserap oleh daerah. Program ini bertujuan untuk meningkatkan kapasitas penanggulangan bencana nasional melalui reformasi birokrasi, pendidikan, pelatihan, serta peningkatan sistem dan strategi di BNPB. Inisiatif-inisiatif ini diharapkan akan berkontribusi pada penguatan institusi Penanggulangan Bencana (PB) daerah dan aparatur di tingkat penentu kebijakan yang akan lebih siap dan mampu memenuhi mandat mereka untuk memberikan layanan PB yang efektif dan menyelamatkan nyawa.</p><p>Dana Siap Pakai (DSP) adalah dana yang selalu tersedia dan dicadangkan oleh Pemerintah untuk digunakan pada saat keadaan darurat bencana, keadaan tertentu, dan pertimbangan adanya risiko bencana berdampak luas yang ditetapkan oleh Kepala BNPB. Badan Nasional Penanggulangan Bencana juga telah menyiapkan Sistem Informasi Tata Kelola DSP (Sistala-DSP) untuk membuat proses pengajuan, persetujuan, pelaporan, dan pengawasan DSP menjadi lebih efektif dan efisien. </p><p>Meskipun banyaknya pengalaman dalam penanganan darurat bencana serta telah tersedianya sistem aplikasi Sistala-DSP, masih terdapat kesenjangan dalam kapasitas pengelola DSP baik di tingkat nasional maupun daerah. Kesenjangan kapasitas sumber daya manusia mencakup minimnya pemahaman prosedur dan regulasi, kurangnya kompetensi dalam perencanaan dan pengelolaan serta pemantauan penggunaan DSP, keterbatasan akses terhadap pelatihan, dan ketergantungan pada pendekatan konvensional. Untuk mengatasi kesenjangan ini, pengembangan layanan Bimbingan Teknis (Bimtek) daring menjadi langkah strategis untuk meningkatkan akses dan efisiensi peningkatan kapasitas bagi personel yang terlibat dalam pengelolaan DSP.  </p><p><strong>Deskripsi Pekerjaan:</strong></p><p>Sejak tahun 2020, bekerja sama dengan INVEST DM, Pusat Pendidikan dan Pelatihan Penanggulangan Bencana (Pusdiklat PB) BNPB mengembangkan platform <em>e-learning</em> BNPB berbasis Open edX yang telah mengalami beberapa penyempurnaan (<a href="https://elearning.bnpb.go.id/" rel="nofollow">https://elearning.bnpb.go.id/</a>). Open edX merupakan platform pembelajaran yang bersifat gratis dengan sumber kode terbuka dan pertama kali dirilis ke publik pada tahun 2013 dan biasa digunakan oleh penyedia <em>Massive Open Online Courses </em>(MOOCs) dengan jumlah pengguna yang masif dan sangat mendukung untuk pembelajaran yang bersifat <em>self-paced</em>.</p><p>Program INVEST DM 2.0 akan mendukung Direktorat Dukungan Sumber Daya Darurat (Dit. DSDD) BNPB dengan merekrut sebuah tim tenaga ahli (kumpulan individu ataupun atas nama lembaga) sebagai konsultan untuk mengembangkan satu pelatihan mandiri secara daring atau <em>Massive Open Online Course </em>(MOOC) tentang Tata Kelola DSP pada platform <em>e-learning </em>eTangguh BNPB. Tujuan dari pengembangan MOOC ini adalah untuk membuka akses pelatihan yang lebih luas dan efektif kepada para pihak yang berkepentingan mengakses dana siap pakai di seluruh Indonesia. </p><p>Konsultan akan bertanggung jawab untuk memfasilitasi diskusi pada keseluruhan pekerjaan, melakukan studi primer dan sekunder untuk membuat rancang bangun hingga materi ajar dan perangkat pendukungnya, serta memberikan pelatihan kepada tim pengelola MOOC DSP. The systemic nature of the problem and its urgency are unprecedented. Climate and weather-related events such as floods, storms and heatwaves impact 1.7 billion people. </p><p class="text-align-justify"><strong>The problem statement: </strong>the programme has identified the following key challenges: </p><ul><li><p class="text-align-justify">The resources needed to support communities to adapt to climate change and to cope with its consequences are inadequate and fragmented, and not reaching those most impacted by climate change. </p></li><li><p class="text-align-justify">There is a lack of investment in ex-ante risk reduction and adaptation measures to avert and minimize losses and damages. </p></li><li><p class="text-align-justify">There is a lack of coordination and collaboration across humanitarian, development and climate actors creating duplication and gaps. </p></li><li><p class="text-align-justify">There is limited knowledge of climate risks by communities and a lack of resilience building to these climate risks at local, national and international level. </p></li></ul><p class="text-align-justify">Our vision as a joint Climate Resilience Alliance will be in the shape of a joint Theory of Change. The Alliance helps create, through multiple climate hazard resilience programming, a climate-resilient future where communities in different contexts – large and small, urban and rural - are adapted to a changing climate.
