Program Summary

Building on the success and lessons learned from the previous MicroMentor Indonesia (MMI) program which supported Micro and Small Enterprises (MSEs) through Mastercard Academy 2.0, Strive Indonesia aims to empower MSEs in Indonesia to bolster their financial resilience and sustainable business growth, especially after being severely impacted by the multidimensional COVID-19 crisis. Over three years, the Strive Indonesia program will impact 300,000 MSEs (at least 40% of which will be women-led or -owned enterprises) by adopting a blended approach of in-person interactions and technology to provide digital training and mentoring, unlocking access to financial products and services such as credit; providing digital marketing support; and improving the entrepreneurial support ecosystems; and improve the entrepreneurial support ecosystems. To help Indonesia's MSEs be more resilient and get back on the growth path, Strive Indonesia will focus on the strategy of digitalization, access to credit, and strengthening an entrepreneurial support ecosystem.

Objectives:

Business & Enterprise Development. Targeted MSEs attain knowledge, skills and resources to grow their businesses.
Business Financial Access (Focus on Working Capital). Targeted MSEs attain access to business loans or other working capital sources.
Financial Resilience (Focus on Product Being Created). Targeted MSEs attain knowledge, skills and resources necessary to improve their financial situation and withstand unforeseen events.
Business Performance and Growth. Targeted MSEs attain positive business performance and/or growth through profit, revenues, or market expansion.
Influencing Policy Change. Indonesia Government uses learnings from Strive Indonesia to change practices/services to ensure policies achieve intended goals.

General Position Summary

The Field Officer will support the Strive Indonesia’ Program Manager to reach 300,000 MSEs (40% are women) in four provinces through digitalization, access to credit, and strengthening an entrepreneurial support ecosystem. As of year one, the reach out focus will be in West Java province, and within year two the focus has been extended to East Java. S/he will support the field implementation and operations of Strive Indonesia program, including program coordination with local government agencies, private sectors (financial services providers), small business association and other related partners. The Field Officer will be responsible as extended MERL team to verify and monitor field facilitators’ performance, manage facilitators activities, organize socialization, training, and meeting activities, collect facilitator’s monthly reports in coordination with the Training & Mentoring and MERL teams, support field-based data management protocol for MERL. The Field Officer contributes to provide input and identify the potential MSEs for evidence-based learning for knowledge management and communications. In addition, S/he will be responsible for providing updates at their respective district and working in close collaboration with the program team based in Jakarta.

Essential Job Responsibilities

Support the program implementation of Strive Indonesia including implementation of the MEL Plan for program activities, outputs, and outcomes, including appropriate methodologies and data collection frequency.
Support Program Manager to ensure 300,000 MSEs engaged in the program (40% are women) and reached through digitalization campaign.
Support Program Manager to ensure 180,000 MSEs (40% are women) have access to training and mentoring on financial/digital literacy through digital and hybrid platforms.
Support Program Manager to ensure 150,000 MSEs (40% are women) received digital adoption coaching and support.
Support Sr. Training & Mentoring Officer in coordinating and preparing socialization and training activities.
Support Sr. Training & Mentoring Officer in monitoring and evaluating training activities facilitated by the program facilitators
Support Sr. Training & Mentoring Officer in coordinating facilitators and ensuring the facilitator achieves targets in accordance with the Scope of Works (SoW).
Support Sr. MERL Officer collecting facilitators’ monthly reports and reviewing monthly reports as determined by the MERL team
Support Knowledge Management and Communication Coordinator to publish 6 blog posts and 6 stories.
Support Program Manager to prepare bi-weekly report on project progress, challenges, and recommendations.
Support Knowledge Management and Communications Coordinator to publish an impact assessment report.
Support Program Manager to prepare required data for Quarterly M&E Impact Report (every three months), Interim report (every six months), and Final Monitoring and Evaluation Report based on donor and Mission Measurement templates.
Manage program data and files in accordance with the MCI standard filing structure in the Sharepoint storage platform or MCI Data Center.
Support the provision of data needed for program monitoring, evaluation, research, learning, communication, and report.
Maintain close regular contact with the local government agencies, key partners, and local community partners to ensure quality outputs/services and trouble shoot any administrative problems.
Attend coordination meetings and maintain regular contact with relevant stakeholders.
Conduct travel to project locations to monitor quality of implementation and adjust plans and approaches to meet the program objectives.

Knowledge and Experience

University degree in Agriculture, Social Studies, Economic, Business, or other relevant field.
Minimum 2 years’ experience working as Field or Program Officer.
Have experience with community, private sector, and government engagement.
Have experience in delivering training would be an advantage.
Have experience to collect, analysis, and manage big program participants (> 100,000 participants) data would be an advantage.
Have knowledge on Mercy Corps’ PM@MC 2.0 would be an advantage.
Have experience with digital financial services, digital marketing, digital training and mentoring would be an advantage.
Proven experience digital data collection tools, include data visualization system/dashboard.
Good problem solving and written and oral communication skills.
Ability to work without constant supervision and as part of a mixed team.
Good knowledge of MS Office software and Mercy Corps Indonesia digital data.
Able to write and understandable spoken English are preferred

Living Conditions / Environmental Conditions

The position is based in respective district area in West Java, potentially in Garut, Cirebon and Bandung areas also several areas in East Java (to be determined later on) and requires up to 100% travel to program locations in surrounding areas.

General Position Summary

Under the leadership of the Program Coordinator, The Finance Operation Officer will base in program locations and responsible to administration and operation issues in program location offices.

Essential Job Function

Administration

Provide support in ensuring that Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide are met;
Establish and maintain appropriate filing systems for program correspondence, including but not limited to donor emails, reports, work plans, contracts, revised budgets, etc;
Co-ordinate any other necessary administrative and office management details on behalf of the District Coordinator.

Operation

Responsible for all operational needs to support program crop protections and contraception products distribution, program education and spread health messaging for farmers/female farmers/farmers’ wives;
Responsible for all fleet management in program location office;
Handle Procurement process and prepare simple service contract & Full Contract (Direct – Small Purchases);

Adequate documentation of purchase transaction and procurement contracts for archival and audit purposes should be followed using the forms outlined in the Field Procurement Manual (FP3) and signed by the appropriate authorities;
Make sure that all delivered items from vendors are in accordance with printed Purchase Requisition;
Prepare goods received note and collect the authorized signature;
Prepare the required documentation of supplies and transactions are completed to YMCI standards;
Assist the program and office staff with procurement activities, as required;
The operation officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to YMCI and to not jeopardize its humanitarian mission;
Develop and Maintain high quality of filling system both soft copy and hard copy for procurement related documentation;
Involve in tender process based on FP3 procedure and coordinate with Procurement Team in Jakarta;
Assist the operation manager to provide Master List for program location office every month.

Report Directly to: Program District Coordinator

Qualifications:

Bachelor Degree in Accounting, finance, administration or other relevant field;
Minimum 2 years’ experience working in finance and operation, especially for disaster management program;
Have experience in Procurement, supply chain management; logistic or related field;
Strong computer skills in MS Office programs, particularly Excel;
Accuracy in the processing of cash transactions, mathematical aptitude and attention to detail;
A demonstrated ability to multi-task and process information into action as to not delay program activities/;
A clear understanding of procurement ethics and donor compliance is essential;
Advanced oral and written local and English skills.

General Position Summary

Under the leadership of the Program Coordinator, The Monitoring, Evaluation, and Learning (MEL) Officer will base in the program location and responsible to support the development of program’s MEL system, including strategies and tools for measurement, data management protocol, and evidence-based learning and decision making. The MEL Officer will responsible to implement and improve program MEL in consultation with National MEL Coordinator. S/he will monitor program activities and indicator tracking in close collaboration with the other team members, collecting lessons learned as well as supporting the development of narrative progress and evaluative reports for the program.

Essentials Job Function

Collaborate closely with the MEL Officer of Recovery Program and consult National MEL Coordinator in developing and establishing Monitoring, Evaluation and Learning systems that serve the needs of the program, including:

Support the development and refinement of the MEL Plan including Result Framework, Logical Framework, Indicator Plan and Program Participants tracking plan. And implementation of the MEL Plan for program activities, outputs, and outcomes, including appropriate methodologies and data collection frequency.
- Develop data flow map and information management plan;
- Develop digital data collection tools, include data visualization system/dashboard;
- Support the collection, aggregation, storage, and analysis of indicator data for dissemination and use;

- Revisit and revise MEL Plan to ensure its relevancy over the life of the program.
- Establish and regular update of program Indicator tracking in TOLA
- Regular tracking of Program Participants’ Sex and Age Disaggregated Data (SADD)
Manage program data and files in accordance with the MCI standard filing structure in the Synology storage platform or MCI Data Center;
Develop and conduct MEL capacity building and training plans for program team and partners as needed, and serve as a resource for program staff, advising on activity design and evidence-based programming;
Lead and support in the program’s reporting requirements, including weekly, monthly, quarterly, and annual reports as well as evaluation design and implementation;
Represent Mercy Corps Indonesia (MCI) and the program, and build positive, fruitful relationships when engaging with the program’s stakeholders and beneficiaries, including farmer business groups, government officials, private sector actors, donor officials, media, etc. Conduct himself/herself both professionally and personally in such a manner as to bring credibility to MCI without jeopardizing its humanitarian/development mission.

Report Directly to: Program District Coordinator

Qualifications:

Bachelor Degree in Mathematics, Statistics, or other relevant field;

Minimum 2 years’ experience working in monitoring and evaluation, especially for agriculture and disaster management programs;
Familiar with research methodologies or have experience in project research;
Have experience conduct baseline-end line survey would be an advantage;
Have experience on writing MEL Report;
Proven experiences Working with the digital data collection tools;
Proven experiences on data analysist with proper software;
Cultural sensitive and able to work effectively with a wide range of people in community level;
Demonstrated, developed facilitation and engagement skills;
Knowledge on disaster response and recovery will be an advantage;

General Position Summary

District Coordinator will ensure that at least 50,000 rice/corn/horticulture farmers (20% are women) and 175 female farmers/farmers’ wives receive crop protection and contraception products, information on product knowledge and education, and accurate, timely and contextualized COVID-19 health messaging. S/he will lead the program plan, implementation, and monitoring in each district and collaborate with the district government agencies, farmer groups, farmer group unions, female farmer groups, Mercy Corps Indonesia COVID-19 COPE Program Partners, and Donor Business Partners.

Essential Job Function:

Serve under the direction of POWER 2 Program Manager and Emergency Program Manager to implement program activities in the field, management of the grant and direct supervision of project activities to ensure the program will be reached 50,000 rice/corn/horticulture smallholder farmers and 175 female farmers/farmers’ wives by 30 June 2021;
Develop monthly workplan and target and provide monthly progress against the target and workplan;
Ensure the program will reach 10,000 female farmers and 175 farmers’ wives;
Ensure the program will conduct Training of Trainers to 1,000 lead farmers in the participants’ communities on product knowledge of crop protection products. These lead farmers will become resource persons and assist farmers who will use the donor’ crop protection products for the first time;
Ensure the program will conduct Training of Trainers to at least 40 Midwives of Community Health Center in sub-district level and the family planning extensions of National Family Planning Coordinating Board (BKKBN) on product knowledge of the donor’ contraception products;
Ensure the data needed for program monitoring, evaluation, learning and report are available;
Ensure all MCI’s administration, logistical, human resources and financial procedures followed in relation to implementation of this grant;
Conduct regular site visits to MCI program sites to ensure proper delivery of services;
Provide collaboration supervision of local partners’ activities implementation as per the agreement;
Maintain close regular contact with the local government agencies, local partners and donor focal point to ensure quality outputs/services and trouble shoot any administrative problems;
Attend coordination meetings and maintain regular contact with relevant local actors;
Ensure program team members have understanding on program goal, outcome, outputs as well as their scope of work;
Ensure program team members have capacity and able to implement program activities;
Assist in monthly report writing on program progress, obstacles and recommendations;
Assist in donor report writing as requested; including gathering of information;
Assist supervisor and program management in filing and record keeping of project activities and data entry of program statistics as requested;
Assist with security monitoring to ensure MCI staff, assets and partners are able to work securely;
Must attend the workshops and seminars when asked.

Supervisor Responsibility: Operation Officer and MEL Officer.

Report to: POWER 2 Program Manager

Qualifications:

University degree in Economic, Business, Social Studies, Agriculture or related fields;
Minimum 3 years’ experience working with NGOs in Emergency, Recovery and Livelihood Programs;
Experience work with the local government agencies in Emergency, Recovery and Livelihood Programs;
Experience work with District and Sub district Agriculture and Extension Agencies would be an advantage;
Experience in farmer mobilization and have knowledge on farmer groups, farmer group unions and female farmer groups;
Experience in deliver trainings for farmers;
Experience using digital data collection tools for monitoring the farmers’ participants;
Understanding of working together with local partners;
Experiences work with the private company or private foundation donor would be an advantage;
Proven experience managing diverse and disparate projects;
