Motion Graphic Designer – Video National Pool of Risk Assessment Experts Process and Online Bimtek/In-House Training

Background:

INVEST DM 2.0 (Investing in Human Capital for Disaster Management) program is a collaborative program between the United States Government (through USAID) and the Government of the Republic of Indonesia (through the National Disaster Management Agency, BNPB). INVEST DM 2.0 is designed as a continuation of the USAID/BHA Technical Assistance and Training Team (TATTs) program (2014-2019) and the first phase of the INVEST DM program (May 2019-Jan 2021). The program is focused on the national level, with many interventions expected to be absorbed by the regions. This program directly supports the National Disaster Management Agency (BNPB) in building the capacity of its human resources (bureaucratic reform and capacity building) and national disaster management capacity through education and training initiatives as well as system and strategy improvements. It is hoped that these initiatives will contribute to strengthening local disaster management institutions and people at key administrative levels who will be better prepared and able to fulfill their mandate to deliver effective and lifesaving PB services.

National Pool of Disaster Risk Experts

To advance DRM efforts at the sub-national level and in the spirit of meeting citizens' basic rights, the GOI has established minimum service standards (MSS) on disaster management services, with sub-national governments (district/municipalities) mandated to provide three basic services: 1) disaster-hazard information, 2) disaster prevention and preparedness, and 3) disaster rescue and evacuation. To meet these needs in an archipelagic state with over 500 sub-national governments vulnerable to eleven types of hazards, Indonesia is addressing the chronic shortfall of risk assessors with national quality standards to assist sub-national governments with scientific and evidence-based risk assessment. A mechanism to systematically identify, recruit, train, and mobilize experts is being piloted with the objective to:

  • Increase the availability and readiness of risk assessment experts at the sub-national level
  • Standardized quality assurance of risk assessments

Online Bimtek/in-house training

INVEST DM2.0 in collaboration with Pusdalops BNPB is piloting the online Bimtek (bimbingan teknis) or in-house training for Emergency Operations plan. The online Bimtek will be used as a learning opportunity for BNPB and BNPB staff to improve their understanding on Emergency Operation.

Consultant Objectives:

BNPB, in partnership with INVEST DM 2.0, wants to create a video to promote and showcase the National Pool of Disaster Risk Experts. The program is seeking the services of consultant(s)/team services to produce a video of the ‘National Pool of Risk Assessment Experts process and Online Bimtek/in-house training to raise awareness of the challenges and showcase the concept and solutions. We are looking for a creative-minded team to bring new ideas and approaches to high-end promotional and awareness-raising videos for targeted audiences, among others; DRR practitioners, Donors, Government, NGOs, academics/experts, media, and international DRR communities. The location of this assignment will be in Jakarta (BNPB office).

Consultant Activities:

The team of consultants will be expected:

  1. To create a high-quality motion graphic video that accurately informs, promotes, and raise awareness to targeted audiences and manage the process for quality and efficiency
  2. To plan and perform video production tasks in accordance with the overall production concepts; makes video products available in a variety of formats; observes brand standards; ensures consistency and relevancy to production.

The specific objectives of these consultants are to:

  1. Work with BNPB/INVEST DM 2.0 relevant staff/technical experts to develop the concept, storyboard, and video scripting that raises awareness and conveys the key messages to targeted audiences clearly and compellingly.
  2. Conceptualize and plan the pre-productions in collaboration with the INVEST DM 2.0 team and BNPB
  3. Create an accurate, unique, and compelling creative video to advance the understanding of the problems and solutions (what, why, how)
  4. Develop production schedules, coordinate, interview, write, shoot, and edit creative content aligned to branding and marking requirements
  5. Collect information from the relevant key informants, including relevant stakeholders if necessary
  6. Present the documentary film to the Project team
  7. Finalize the documentary film incorporating the comments arising from the presentation to the Project team.

Consultant Deliverables:

  1. One fully produced video of five to ten minutes with English sub-titles depicting the National Pool of Disaster Assessor's concept aimed at with national audience including government institutions, CSOs, local stakeholders, local communities as well as an international audience
  2. One short video (two-minute) with English subtitles designed for social media use that explains the benefits of (a) the National Pool of Risk Assessors and (b) Online Bimtek/in-house training.
  3. Narration, translation, and subtitles in English
  4. Script development
  5. Full usage rights for music (or music for which copyright has been granted)

March – April 2022

The Consultant will report to:

INVEST DM 2.0 Sr. Knowledge Management, Communication and Research Specialist

The Consultant will work closely with:

INVEST DM 2.0 MEAL specialist with input from DCOP, Outcome Managers and Governance Advisor, BNPB Planning Bureau, and BNPB Legal Bureau.

Close supervision and support will be provided by INVEST DM 2.0. The selected Consultant is expected to communicate day-to-day with INVEST DM 2.0 and BNPB. The selected Consultant shall maintain an effective working relationship and consolidate the methodology to ensure that BNPB thoroughly understands the work.

INVEST DM 2.0 will facilitate communications throughout the contract period and shall actively participate in the coordination, oversight, and implementation of this work. This may include adjustments in implementation as deemed necessary by INVEST DM 2.0.

Required Experience & Skills:

  • The Consultant can be an individual, team, or organization with demonstrated video production capacity
  • 2-4 years of professional experience with video creation, editing, and photography
  • Demonstrate high command of techniques in videography
  • Familiarity with targeted audiences is preferable
  • The Consultant should complete and deliver the outlined work by the end of April 2022.
