BACKGROUND

Under USAID/OFDA funding, Mercy Corps Indonesia is implementing the “Investing in Human capital for Disaster Management (INVEST-DM) program at the national level. INVEST-DM is working to support the Government of Indonesia (GOI) to develop and increase the capacity of civil servants to be able to fulfil their mandate to deliver effective DRM services and save lives.

LATAR BELAKANG

Di bawah pendanaan USAID/OFDA, Mercy Corps Indonesia mengimplementasikan program “Investing in Human Capital for Disaster Management (INVEST-DM)” di tingkat nasional. INVEST-DM bekerja untuk mendukung Pemerintah Indonesia dalam mengembangkan dan meningkatkan kapasitas aparatur pemerintah dalam memenuhi mandat mereka untuk memberikan layanan manajemen risiko bencana yang efektif dan penyelamatan jiwa.

BACKGROUND

Indonesia is located in an area that has geographic, geological, hydrological, and demographic conditions that are prone to disasters, that requires systematic and coordinated efforts to manage the risks and impacts. The Law of the Republic of Indonesia No. 24 of 2007 concerning Disaster Management is a strong legal basis for a planned, coordinated, systematic and integrated disaster management mandated to various agencies at the central, provincial and regencies/cities level.

LATAR BELAKANG

Program INVEST DM merupakan kerjasama Pemerintah Indonesia dengan Amerika Serikat dalam penanggulangan bencana yang dilaksanakan beberapa konsorsium di bawah koordinasi Mercy Corps. Tujuan utama INVEST DM adalah “penguatan kapasitas lembaga penanggulangan bencana di Indonesia dan sumber daya manusia di berbagai tingkatan pemerintah sehingga mampu memenuhi mandat lembaga tersebut dalam memberikan layanan penanggulangan bencana yang efektif dan menyelamatkan jiwa”.

BACKGROUND

Indonesia’s overall development has resulted in an enabling environment for Indonesia’s disaster management agencies to be independent, responsive, proactive, and able to prepare and respond to disasters in a way that reduces adverse impacts.

OBJECTIVE OF CONSULTANCY

To support the initiative, provision of Short-Term Technical Assistance (STTA) with a strong track-record and demonstrated background in emergency operations management and disaster management will be embedded in the BNPB PUSDALOPS (EOC) – the COVID-19 National Control and Command Center - responsible to provide guidance and other technical support as may be requested by BNPB.

BACKGROUND

The Government of Indonesia issued President Regulation No. 82/2020 and created a policy committee for the handling of COVID-19 and National Economic Recovery. That translates into the restructuring of the previous Taskforce to sit under the new committee and the establishment of an Economic Recovery Taskforce. With the two-prong model, the Government aims to manage the disease transmission and while concurrently optimizing its support to citizens through responsive social protection services/ schemes. 

Under the leadership of the Program Coordinator, the Cybersecurity and Digital Training Officer will be responsible for the development of various digital training tools and contents on cybersecurity and business development for MSMEs based on needs of micro and small entrepreneurs (mentees) and mid-career professional (mentors) and work closely with partners.

Under the leadership of the Program Coordinator, The Monitoring, Evaluation, Research and Learning (MERL) Officer will be responsible to support the development of program’s MEL system, including strategies and tool for measurement, data management protocol, and evidence-based learning and decision making. S/he will responsible to implement and improve program MERL in consultation with MCI’s National MEL Coordinator and MicroMentor Global MEL team.
