Consultant – DM International Assistance Mapping
BACKGROUND
Indonesia's overall development has resulted in an enabling environment for Indonesia's disaster management agencies to be independent, responsive, proactive, and able to prepare and respond to disasters in a way that reduces adverse impacts.
Badan Nasional Penanggulangan Bencana (BNPB) is present as an institution that is expected to be able to carry out the functions of coordination, planning and implementation of disaster management activities in an integrated manner, starting from before, during and after disasters that include prevention, preparedness, emergency response, and recovery. Until the last twelve years, BNPB has made significant progress in the formulation and determination of disaster management policies; implementation of policies and good practices of the policies formulated; disaster management by acting quickly, precisely, effectively and efficiently; coordinating the implementation of disaster management activities in a planned, integrated and comprehensive manner with related cross sectors; and the development of strong international relations and integrating global best practices in the framework of institutional arrangements, early warning systems, coordination, response management and disaster risk reduction.
However, in carrying out its role, BNPB is faced with several challenges including empowering human resources within the framework of human resource development (workforce development) to sustain the work of disaster management institutions both at national and regional levels (provincial & district/city).
The INVEST-DM program is presented to provide a holistic approach that can support BNPB in carrying out its roles and duties to fill gaps in several areas, including increasing technical capacity starting from preparedness, response and recovery; policy planning and development; governance/ institutional; and organizational development. All of this boils down to one aspect, namely the development of human capital.
The main objective of the INVEST-DM Program is to strengthen the capacity of disaster management agencies in Indonesia and resources at various administrative levels so that they can fulfil their mandate in providing effective and life-saving disaster management services. In carrying out its mandate, BNPB according to its authority is involved and builds partnerships with international actors. The intensity and enhancement of international partnerships in the DM sector since BNPB was established has continued until now. Currently, BNPB considers it necessary to start mapping to obtain information about who, where and doing what and to identify its contribution to the national development priority agenda and its contribution to Indonesia's commitment to the international development agenda, particularly in the field of DRR, as well as future PB grant opportunities.
OBJECTIVE OF CONSULTANCY
Work closely Planning Bureau of BNPB, the selected consultant will be responsible to conduct DM related international assistance mapping that administered and/or implemented by BNPB.
DELIVERABLES
The key deliverables of this assignment will be:
- Reporting mechanism of DM related grant in Indonesia
- Reporting document on initial assessment result
- Reporting document on compilation of result and benefit of grant of DM related international assistance based on available reports at BNPB
- Reporting document on need mapping document for future DM international assistance
ACTIVITIES
The purpose of the task is to assist the Planning Bureau of BNPB in the mapping of DM related international assistance for Indonesia, especially which is administered or implemented by BNPB. The consultant will be embedded in Planning Bureau of BNPB. The expected activities include:
- Review document and meeting some key officials at BNPB in order conducting the initial assessment to produce proposed approach, methodology and work plan
- Develop the mapping instrument
- Present the result of initial assessment to BNPB and INVEST DM to be approved and as a guidance to conduct the mapping
- Assist Planning Bureau in the mapping activity
- Perform analysis and reporting activity
- Produce the report of mapping result, presenting to BNPB and revise it as necessary.
TIMEFRAME / SCHEDULE
The period of the performance is for 20 days, in intermittent input from the second week of November through mid of December 2020.
REPORTING
The consultant will report to the INVEST DM Government Liaison & Legal and Policy Advisor.
REQUIRED EXPERIENCE & SKILLS
- Has an advanced degree in related disciplines, preferably in International Development, Planning, Development Studies
- Good understanding about disaster management, system and institutions in Indonesia
- Good knowledge and work experience of DM international cooperation and funding environment in Indonesia
- Fluency in Bahasa Indonesia and English
- Significant research experience
- Excellent attention to detail
- Able to work effectively and adaptively to the hardship situation of the Covid-19 outbreak
